Israel has a right to attack a country?!?

I really really don’t understand why a US House’s Representative Steny H. Hoyer have ever said that there were “specific concerns on guided missile technology that could be used defensively against Israel and that would be problematic.” as reported in New York Times. (if you can get the article, you can read from below)

I think, every human has a right to defend themselves, and it means that every country have also a right to defend themselves… I don’t think that Israel is an angel country which is free from sin or any wrong doing, so it means that any country can defend themselves from any country, even Israel. That is what “free world” mean.. a respectable and a harmonious relation between countries and nation…
